what is that on top of one of the shells?

They are called "rising effects", in other words a 2-1/2" shell without a lift charge. The time fuse is sticking out of the shell and is crossed matched. It will go off (burst) about 200' high then the 8" shell will burst even higher. Sometime there are several shells tied to the big shell.
