I do not understand the point of 3" tubes in consumer fireworks! Unless those are over the limit, there is nothing in there except a 2" sleeved shell. The shells in the tubes on the right are the same size as the shells in the tubes on the left. Makes no sense to even waste the extra materials for the 3" tubes when they have no real use.
